The Regions4Climate (R4C) project is a European initiative funded by Horizon Europe (2023–2027), coordinated by the Technical Research Centre of Finland (VTT). It aims to build climate-resilient communities through socially just and inclusive transitions. The project develops cross-sectoral roadmaps tailored to regional needs, combining technological, social, environmental, and governance innovations.
It involves pilot regions across Europe to test and scale up solutions for climate adaptation, including the Spanish and French Basque Country. Along the Basque coast, main pilot sites include the coastline of Saint-Jean-de-Luz municipality (France) and the bay of Txingudi (Spain), where innovative solutions are developed and tested to monitor, predict and reduce coastal flooding and erosion risks.
The research program involves monitoring techniques for nearshore hydrodynamics (video, Lidar), phase-resolving numerical modelling for waves and coastal flood prediction, and the experimentation of nature-based solution to mitigate the impacts of storms.
